Procedures in the Eviews:

Step 1 ------ Select Graph Option from Quick Option on the Menu Bar
 

Step 2 ------ Type the variables required to plot the graph into the box
 

Step 3 ------ Select Scatter Diagram from the Graph Type
 

And Then Click here for the outcome!!
