各位同事:

Dear colleagues:

        相信大家從校長的電郵中都得知前天校董會就六位仍未加入新制的同事,決定了新的安排。昨天,我們參加了大學的部門主管簡報會,當中校長、副校長、各院長、系主任和行政部門主管就新安排亦作了深入的討論,我們希望分享一下感受。

I believe you have learned from the principal’s email about the Council members’ decision towards those six who haven’t joined the NPRS. Yesterday, we participated in a presentation session involving the Principal, Vice-Principal, each Faculty Dean, and Department Head to discuss in detail the arrangement, and we hope to share our feelings a bit here.

        首先,校董會確定大學只會實行新的薪酬制度,把所有同事納入同一架構內,是公平而合理的。

First, the Council confirmed that the University is fair and reasonable to implement the NPRS, putting all the staff into one structure.

        今次校董會決定讓六位同事繼續工作,是以保持校園和諧為大前提,關顧同事、同學、校友的意願,給予大學與六位同事有更多空間商談,是在法理之上加添了人情味,我們認為是可以接受的。

This Council meeting decided to let the six colleagues continue to work in order to maintain harmony on campus as their prime concern, caring about the colleagues, students, and alumni’s wish, giving the university and those six colleagues more room for discussion, adding a more humane flavor to what should a purely legal matter, we believe that this is acceptable.

        對於新制,如果由個人層面出發,當然未盡完美,但是,如以大學整體發展的層面,面對大學持續被削資,薪酬又佔開支大部份的情況下,作一次薪酬架構改革,改善以往的不足,是無可厚非的。作為大學社群的一份子,共同承擔一點責任,我們都義不容辭,也不可能由此而引發學術自由的問題。

According to the new system, if it starts from one person, of course it won’t be perfect, but if it is from the perspective of the whole university’s development, facing the university’s continuous funding cuts, the salary being a majority of the expenditure in this situation, to improve something that is not sufficient in the past, this act is undebatably correct [or, you cannot argue that it’s wrong]. As one member of the university community, to share a bit of the responsibility together, we should not say no (we should accept readily) and shouldn’t lead to the problem about academic freedom.

        至於以工作表現為本的獎勵制度,在歐美的大學已經實施多年,亦得到學術界的認同,我們只要小心推行,對大學的發展是有益的。

The performance based rewards system has been implemented in European and American universities for years, and is recognized by the academic world, and we believe if we implement it carefully, it will be good for the development of the university.

        縱然新安排的細節仍需商討,但我們覺得在權衡各方面的利益下,是目前環境中較可取的方案,因為最重要的,是讓同事可以繼續教學、同學可以繼續學習。

Although the NPRS details are still being discussed, we feel that it is a more acceptable measure when we compare each others’ interests, because the most important thing is to enable colleagues to continue to teach and students to continue to learn.

        然而,我們也期望公平對待已簽同意書的同事(包括我們),所以希望六位同事都與其他同事一樣,在必要時共同承擔公積金大學供款的調整。

Despite this, we also hope those colleagues who have signed the consent form (including us) will be treated fairly, therefore we wish the six colleagues to shoulder, under necessary circumstances, the adjustment of the university’s MPF contribution.

        我們真心渴望,這個安排能平息轉制的風波,讓大家心平氣和,繼續工作、繼續學習。

We sincerely wish this arrangement will give peace to the storm of the change of systems and let all be calm, peaceful, continue to work, continue to study.
