The Council, the Court and the Senate are the governing bodies of Hong Kong Baptist University (HKBU) established in accordance with the Hong Kong Baptist University Ordinance. As a publicly funded university, HKBU is committed to maintaining a governance structure that promotes a high level of accountability and transparency in its management and the effective use of its resources.
The Council is the supreme executive body and has overall control over the management of the University.

The Senate is the supreme academic body and is responsible for regulating and directing academic matters and ensuring the welfare of students.
The University has issued various policies to ensure that its operations are compliant with the law, in the best interests of its community members and responsive to its identity as a publicly funded higher education body in the Hong Kong Special Administrative Region of the People’s Republic of China.
