Launch of Chinese medicine hospital opens new chapter in healthcare for Hong Kong

The Chinese Medicine Hospital of Hong Kong (CMHHK) commenced its phased operations on 11 December 2025. A launch ceremony was held on 13 January 2026, which was officiated by Mr John Lee, Chief Executive of the Hong Kong Special Administrative Region (HKSAR); Mr Lei Haichao, Minister of the National Health Commission; Mr Zhou Ji, Director of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region; Ms Yu Yanhong, Commissioner of the National Administration of Traditional Chinese Medicine; Mr Zhao Xudong, Director General of the Fifth Bureau of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee and the Hong Kong and Macao Affairs Office of the State Council; and Professor Lo Chung-mau, Secretary for Health of the HKSAR Government, marking a new chapter in healthcare for the city. HKBU has been selected by the HKSAR Government as the contractor for the service deed of this important initiative, and the University is committed to contributing to the broader healthcare system and promoting the standardisation and internationalisation of Chinese medicine (CM).

At the launch ceremony, Mr John Lee said, “The HKSAR Government is actively aligning with national strategies by fully integrating into and serving the overall national development of CM. The HKSAR Government is committed to promoting the high-quality development of CM, fully leveraging Hong Kong’s unique advantages of enjoying the strong support of the motherland and being closely connected to the world under the ‘one country, two systems’ principle to establish Hong Kong as a bridgehead for CM to go global. I hope that the CM sector in Hong Kong will innovate from inheritance and develop through innovations, with a view to making greater contributions to the health of all mankind.”

Dedicated to promoting holistic healing and wellness, CMMHK offers both outpatient and day-patient services, and launched six specialised CM services along with 12 special disease programmes in the first year.

Integrating Chinese medicine into comprehensive healthcare

Professor Lo Chung-mau, Secretary for Health of the HKSAR Government, said on the first day of operation, “The service commencement of CMHHK marks a significant milestone in the development of CM in our city, signifying the progression of Hong Kong’s CM to go beyond primary healthcare and play a part in secondary and tertiary healthcare services. I look forward to CMHHK providing more comprehensive CM services to the members of the public, and developing a ‘Hong Kong model’ for pure CM, services with CM playing the predominant role and integrated Chinese-Western medicine (ICWM) services. It will also dovetail with the upcoming CM Development Blueprint to be announced by the Government, to foster a high-quality and high-standard development of CM on all fronts, thereby providing powerful impetus for CM to go global.”

Given the enthusiastic response from the public, the hospital has raised the quotas for government-subsidised general outpatient services in its inaugural month three times, increasing the availability of the services by around 30% to better meet the needs of the patients. Patients can choose between subsidised outpatient services or make appointments for the non-subsidised clinic.

Mr Wong Kwai-huen, Chairman of the Board of Directors of HKBU Chinese Medicine Hospital Company Limited, the operating company of CMHHK, accompanied by Professor Bian Zhaoxiang, Hospital Chief Executive of CMHHK, inspected the hospital’s first day of operation, which was generally smooth.

Addressing patients' unique needs with a holistic approach 

Located in Tseung Kwan O, CMHHK boasts a holistic approach by offering specialised services in internal and external medicine, gynaecology, paediatrics, orthopaedics and traumatology, as well as acupuncture and moxibustion in CM. The hospital’s philosophy centres on "treatment based on pattern differentiation", allowing for personalised care services tailored to each patient’s unique needs.
