Wednesday, 29 Dec 2021

HKBU Chinese Medicine Hospital Company Limited (the Company), which is the operating company of the first Chinese Medicine Hospital (CMH) in Hong Kong, convened its first Board of Directors meeting today (29 December). Mr Huen Wong was elected as the Board's Chairman at the meeting.

Today’s board meeting was chaired by Mr Thomas Chan, Permanent Secretary for Food and Health (Health) and also a member of the Board. At the meeting, the directors received reports and discussed the latest progress of the CMH project and the preparatory work for commissioning the CMH. Full list of members of the Board of Directors is in Appendix.

Mr Thomas Chan said, "The Board of Directors has a diverse composition with professionals from different sectors, enabling it to provide optimal opinions and recommendations on the operation of the CMH. In addition to representatives from the Government and the operator, the Board also includes directors who have a background in Chinese medicine clinical practice and Chinese medicines trade, as well as Western medicine professionals, representatives from the Hospital Authority and the three local universities with Chinese medicine schools, namely The Chinese University of Hong Kong, The University of Hong Kong and Hong Kong Baptist University (HKBU), as well as representatives with legal expertise and experience in international finance and corporate operations.

"Mr Huen Wong has extensive experience in the governance of medical institutions. Joining hands with other directors, he will certainly be able to steer the integration of the CMH with the healthcare system in Hong Kong, promote the development of Chinese medicine and address health needs of the public."

Mr Huen Wong is currently the Chairman of the Board of Governors of the Prince Philip Dental Hospital, the Chairman of the Hospital Governing Committee of the Tin Shui Wai Hospital, and a member of several committees of the Hospital Authority. He is also a former member of the Hospital Governing Committee of the Tseung Kwan O Hospital and the Hospital Authority Board.

Professor Alexander Wai, President and Vice-Chancellor of HKBU and also a member of the Board, said: "HKBU is delighted to be able to play a key role in the preparation and operation of Hong Kong's first Chinese Medicine Hospital. With our rich experience in providing Chinese medicine education, research and healthcare services, the University and its experts will offer full-fledged support to the CMH, and collaborate seamlessly with the Board of Directors as well as other industry stakeholders to ensure the smooth commissioning of the Hospital."

Mr Huen Wong said, "Today's meeting is an important milestone with regard to the commencement of the preparatory work for the CMH. The Board of Directors deeply understands the public’s keen and ongoing demand for quality Chinese medicine services. Leveraging the extensive experience and professional expertise of its members, the Board of Directors will endeavour to accomplish the CMH's mission to serve the public, nurture talent, promote research and development, foster collaborations, and create additional value in health for Chinese medicine in Hong Kong."

The service deed for the operation of the CMH was awarded to HKBU in June 2021. As the contractor of the CMH operation, HKBU has to incorporate a limited company by guarantee to manage, operate and maintain the CMH. The Company was incorporated accordingly on 23 November. It will obtain a licence pursuant to the Private Healthcare Facilities Ordinance (Cap. 633) to operate the CMH.

The CMH will be located in Tseung Kwan O. Construction is expected to be completed in 2025, with service to commence in phases starting from mid-2025. The Hospital will provide six major specialised Chinese medicine services, including internal medicine, external medicine, gynaecology, paediatrics, acupuncture and moxibustion as well as orthopaedics and traumatology. A number of centres for special diseases will also be set up.

The CMH has been positioned as the flagship Chinese medicine institution leading the development of Chinese medicine in Hong Kong. It will also be the "change driver" to promote service development, education and training, as well as innovation and scientific research, with the aim of introducing more comprehensive disease prevention strategies and treatments for the public.
